The Guidance Tool-kit on “Reconstructing Public Administration after Conflict” was initiated by Haiyan Qian, former Director of the Division for Public Administration and Development Management (DPADM) and then developed under the overall responsibility of Juwang Zhu Director of DPADM of the United Nations Department of Economic and Social Affairs (DESA).

 

The Tool-kit was developed by John-Mary Kauzya, Chief of DPADM’s Public Administration Capacity Branch (PACB); Alphonse Mekolo, Inter-regional Adviser in the area of post-conflict public administration reconstruction, and Adriana Alberti, Governance and Public Administration Officer in DPADM. The development of its online platform was designed and supervised by Alphonse Mekolo with technical expertise of Michelle Alvès de Lima and Xiao Wang, Programme Assistants in DPADM.

 

We would like to express our gratitude to the members of the United Nations Committee of Experts on Public Administration for their constructive advice on developing this Tool-kit, including, Mikhail Dmitriev, Bin Hao, Nashash Hyam, Fransisco Longo Martinez, Philip L.
