Two tools have been found more inspiring to answer the question 1 of Plane II.

Tool 2.1.1 Tool 2.1.1 enables to ascertain what a vision is and what it isn’t. Besides it stresses the importance for a vision to be shared. In this perspective a shared vision is a “collective vision” where the entire population as an inclusive social fabric shares the same sense of ownership and accountability of the plans for their common future.	Tool 2.1.2 Tool 2.1.2 indicates what a sound vision should consist of. There is need to cross-check that it is mainstreaming change, hope, shared values, motivation, mobilization and transformation amongst people irrespective of their diversity.
