The main pillars of public administration include the institutions, human resources, as well as systems and processes, which are touched upon in the following pages. Here below, we provide a few examples of priority focus areas that are relevant in most post-conflict reconstruction situations. When strategizing the main pillars of public administration, one must take into account the following strategic directions:

  • Guide the Government in setting priorities and preparing a road map for the country to emerge from conflict situation and build more robust institutions that function under more integrated public policies and programmes.

  • Provide a framework for transparent coordination and integration mechanisms linking up public sector institutions and line ministries as well as key stakeholders at national level.

  • Establish a formal mechanism for the coordination between national institutions and all support initiatives and interventions from outside the country.
