Tool 4.3.1 shows how public administration links up with all layers of the country to deliver public services suitable to people. It outlines how institutional arrangements are consistent with the three separate and interdependent powers as well as private sector, civil society and other relevant stakeholders in a more comprehensive and balanced manner. It also emphasizes that ‘People’ are at the beginning and at the end of the reconstruction process showing responsiveness of institutions.

Tool 4.3.3. illustrates an organizational chart as it may relate to a given public sector institution, e.g. the Justice Ministry in a Country X. It shows how to structure and align management and working units, to achieve the mandate and missions of a given public sector institution. It also spells out properly the job profiles per management or working unit, as expected. This should be done by taking into consideration a validated ‘span of control’.

Tool 4.3.2 illustrates the connections to be established between public sector institutions and the other partners and stakeholders to set a sound comprehensive and responsive service delivery system. To be effective and efficient, public administration should develop systems and mechanisms aiming at better partnering and collaborating with private sector, citizens, civil society and NGOs including other regional and international development partners.
