As previously mentioned, there are four iterative and intertwined planes in reconstructing public administration after conflict. The Toolkit is divided along these four planes, which are first symbiotic because each one goes along with the others at every situation of reconstruction, then iterative in the sense that they interact each other as time goes on and they must be undertaken at all different levels of government and society, i.e. within each ministry, department, unit, local area, throughout the various phases of post-conflict reconstruction, usually not in neat sequences. Moreover, these planes are intertwined because each one is conducted while nurturing and affecting the others at different levels of government as part of a continuous open-ended process of transformation.

Plane I - Conducting a diagnostic analysis of the situation - The first plane in the process of post-conflict reconstruction of public administration is to conduct a diagnostic analysis of the situation in order to understand the context. [Learn more]

 

Plane II - Envisioning the future - This plane of actions focuses on developing a vision of the country and highlights some approaches on how to proceed in this respect. [Learn more]

 

Plane III – Designing a governance strategy and its “road map” for reconstructing public administration - Based on a comprehensive diagnostic assessment of the situation, governance and public administration reconstruction strategic framework should be designed. [Learn more]

 

Plane IV - Implementing and evaluating the “Road Map”- Plane IV relates to implement the governance strategy all stakeholders agreed upon, and the various actions concurring to the implementation process including the monitoring and evaluation mechanisms. [Learn more]
