As a final wrap up, this Toolkit encompasses salient points which summarize key messages to bear in mind when dealing with challenges of reconstructing public administration after conflict.  First and foremost one should recognize the centrality of leadership. Without a committed leadership and a clear agenda towards the broader vision of post conflict reconstruction, the future of a given country could be uncertain and potentially relapse into conflict once again.

Second, there is a need to better understand what a responsive public administration is all about. Third, Partnerships and innovation are crucial to transform public administration to not be the catalyst for violent conflicts but rather to be a facilitator for sustainable development and a peaceful environment. Fourth, it’s at utmost importance to count on professional human resources within civil service while ensuring its sound management.

Finally, connected governance and citizen engagement must be seen as the paramount factors in line with other aforementioned dynamics for a successful post conflict reconstruction process of Public Administration.
