Emerging from conflict, countries face a composite of complex tasks in rebuilding the State and its public administration systems in order to ensure peace and security, foster social reconciliation, and promote development. The assumption is that stronger public administration will lead to two critical outputs: (i) better provision of public services, and (ii) enhanced trust in government.
Achieving these will ultimately solidify peace and level the playing field for all actors to engage in nation building and development. However, their achievement depends on actively pursuing a number of strategic objectives as follows:

Developing effective public sector leadership;

Building effective and sustainable public administration institutions;

Strengthening human resources in the public sector;

Establishing mechanisms for inclusive governance; and
-
Improving service delivery system.
Although the context will differ from one situation to another the principles of good governance that are universal should basically constitute the governance apparatus for post-conflict reconstruction with a view at transforming the existing situation so that governance in action generates innovative and efficient practice permitting the country to move towards stability, security and development.
Further to the findings of situation analysis and the shared vision issued from it public administration can be shaped accordingly. Its mandate, missions, policies and functions are to be defined and set up with accuracy bearing in mind vital needs and urgent challenges to overcome. Authorities exercising leadership should make timely decisions, use appropriate governance approaches and systems, and take relevant measures to the do the right thing at the right time. To shape the new Public Administration realm organization and institutional frameworks will be designed. Besides, the potential of available human resources able to work as public servants, including the remaining ones and the other assets of public administration will be carefully appraised.
Public Administration reconstruction strategy derived from the overall governance strategy will outline a set of priority focus areas and policies addressing the institutions to be developed, the legal frameworks to be enacted and enforced, finances capacity and people engagement, the recruitment of skilled human resources as required including their capacity development and their sound management, the work environment with suitable infrastructure and technological dimension, and guiding the delivery of services so as to be responsive to people needs.
