In post-conflict situations comprehensive institutional development is often necessary. Political and democratic institutions, for example, might require reform changes in the political party system perhaps, or constitutional reforms that guarantee rights to minorities and create check and balances to prevent abuses of power. Similarly, institutions responsible for coordination oversight and control, property rights, reg­ulatory frameworks, banking systems and other service delivery systems, might need to be overhauled. Civil society institutions, too, might require special attention.
