Tool 2.2.1. PA Vision Process

This tool shows the process through which the public administration vision is developed in post-conflict countries. This requires the national vision first and then the core missions of the state. From there stakeholders can devise the appropriate public administration vision as well as the core functions and main policy areas bearing in mind that regulatory and legal frameworks of country will change or be revisited accordingly as the decisions are made.
