It is crucial to assess the leadership capacity and commitment, to analyze the socio-politico-economic past of the country, the environment; as well as public administration capacities in order to diagnose the root causes and the significant triggers of destructive conflicts, and to determine the future aspirations of the people. These aspirations form then the basis for the kind of public administration that will satisfy the needs of a post-conflict country.

This plane is made of actions that revolve around the important question of how to analyze the situation in post-conflict situations. While it is important to insist on conducting a diagnostic analysis of the situation to give a basis for reconstruction, it must be emphasized that any other actions related to envisioning, governance strategizing, implementation and evaluation include diagnostic analysis.
