The Master Diagram provides an overview of the Public Administration Reconstruction (PAR) process by addressing the four planes involved in the process as well as recognizing the relevant pillars which support the PAR process. It introduces the theory by firstly recognizing the need for diagnostically analysing and understanding the context through the assessment of the past and the present situation (S.A) in Plane 1, by actively engaging the values and aspirations of the concerned populations to create a collective vision in Plane 2.
An appropriate vision becomes then the ultimate goal that determines the type of governance strategy including the public administration reconstruction roadmap and orientations in Plane 3, that will effectively respond to the current and future aspirations of people. The implementation process of Public administration reconstruction roadmap is deployed in Plane 4.
The four pillars (OPPI) articulate the relevance of i) Ownership, ii) Partnership, iii) Participation and iv) Innovation, as parts and parcels of the overall Public Administration Reconstruction (PAR) process with Leadership at the center to make it more successful and appropriate in addressing sustainable development challenges as well as to make it more responsive to the needs and well-being of the populations.
