Tool 3.1.1 outlines four interconnected governance factors where leadership is at the centre in close connection with people working together through the lighting of public administration and governance strategy including the influence of national culture, international community and communication networks as well. The periphery consists of ten strategic guideposts considered as pillars of the overall strategy. The guideposts here stand for i) executive power, ii) legislative, iii) judiciary, iv) politics, v) people, vi) economy, vii) natural resources, viii) public services, ix) technology, and x) civil society.
