Determining Public Administration core policies and priority focus areas will result from (i) the uniqueness of the situation that characterises each country with its own specific challenges to overcome (e.g. security, transitional justice, economy revitalization, capacity development, infrastructure, unemployment, etc.); (ii) the strategy through which the vision will be executed. Some criteria will be set up to identify priority focus areas. These criteria may relate to (i) what alleviates the most sufferings of the great percentage of people in all the layers and what reduces importantly losses in human beings and properties; (ii) what has a great impact on peace and development; (iii) what generates a multiplier effect and impact for the enhancement of several domains at the same time. Tool 3.1.2.1 can be used as a tool when prioritizing focus areas based on given validated criteria and their relative importance (from 1 to 10).
