The second plane focuses on developing a vision of the country and it highlights approaches on how to establish such a vision by focusing on the following key questions:

• How to translate a shared vision into practice?

• How to redefine the missions of the state and of public sector institutions?

• How to use post-conflict reconstruction as an opportunity for innovation in public governance?

 

 

It is instrumental to long-term development and peace that the country’s leadership engages citizens in the definition of their aspirations for the future through a “collective vision”. Plane II presents immense opportunities, which are implicit in a situation of reconstruction, and highlights possible ways governments can innovate. It also focuses on the process of redefining the missions of the State and public administration as an instrument for the people and the state to spearhead the development of the country.
