As a remainder the road map is structured in a way that the four constituting phases of a reconstruction process (cf. diagram.) are not sequential; they generally overlap because the process of rebuilding public administration is multidi­rectional. In other words, it is probably not possible to complete emergency relief before starting rehabilitation, just as it is not pos­sible to complete rehabilitation before starting reform. Even the process of reconfiguring the public administration system to make it more inclusive, responsive and accountable to the community can­not wait until the reform phase is complete.
