Post-conflict recovery assistance needs to be oriented towards a compelling vision for the future of the country, which includes peace and security, as well as development aspirations. In addition to an awareness of common values and a shared vision, all factions and the people themselves must have a sense of ownership of the plans for the future if peace building is to be truly successful.
