Tool 2.1.1 enables to ascertain what a vision is and what it is not. Besides it stresses the importance for a vision to be shared. In this perspective a shared vision is a "collective vision" where the entire population as an inclusive social fabric shares a common sense of ownership and accountability of the plans for their common future.
