Tool 3.2.2 illustrates how connected governance is aimed at improving cooperation between government agencies, deepening consultations and engagement with citizens, allowing for a greater involvement with multi-stakeholders regionally and internationally. Underlying this concept is a systematic approach to collection, use and sharing including better communication and information through ICT and numeric devices for a successful whole-of-government.

Tool 4.4.1 outlines a sample of expected services from public sector how they are spelled out by people based on what is seen and what is needed. Considering education as a sector or one of the core functions of service delivery, people need schools in terms of buildings, didactic equipment, furniture, teachers and the number of students, etc. Per sector, expectations vary further to the nature of services, institutions and of the professionals that provide services on demand.
