Tool 3.1.1 Tool 3.1.1. Guideposts of National Governance and Public Administration Strategy This tool outlines four interconnected governance factors where leadership is at the centre in close connection with people working together through the lighting of public administration and governance strategy including the influence of national culture, international community and communication networks as well.	Tool 3.1.2 Tool 3.1.2. How to Prioritize Focus Areas This tool can be used when prioritizing focus areas based on given validated criteria and their relative importance (pondered from 1 to 10). This embraces also determining public administration core policies.
Tool 3.1.3 Tool 3.1.3. Guideposts of National Governance and Public Administration Strategy (With selected priority focus areas).	Tool 3.2.1 Tool 3.2.1. Alignment of Public Sector Constituents, shows how public administration reconstruction will be based on the logical links between the content of three columns composed of pillars that make public sector institutions function.
Tool 3.2.2 Tool 3.2.2. Connected Governance at the Centre of Governance Strategy This tool illustrates how connected governance is aimed at improving cooperation between government agencies, deepening consultations and engagement with citizens, allowing for a greater involvement with multi-stakeholders regionally and internationally. Underlying this concept is a systematic approach to collection, re-use and sharing of data and information.	Tool 3.2.3 Tool 3.2.3. Citizen’s Engagement and how to Contribute This tool was developed by the ‘International Association for Public Participation Australasia’, as a modernization to the categorization of levels of citizen engagement. It addresses different way in which citizens can engage and also how they can make contributions.
Tool 3.2.3 Tool 3.2.3. Citizen Engagement and Connected Governance through ICTs This tool illustrates how ICT can be used to facilitate citizen engagement for decision making and their participation in public sector governance and management concerns.	Tool 3.3.1 Tool 3.3.1.Seven Step Approach in Developing the Road Map as a National Strategic Program for Reconstructing Public Administration This tool illustrates a ‘seven step approach’ that can be instrumental in developing the road map as a national programme for reconstructing public administration.
Tool 3.3.2 Tool 3.3.2. Illustration of Road Map Matrix for Public Administration Reconstruction This tool is an example of road map matrix where priority focus areas are structured against the seven (7) priority constituents as mentioned in the PAR Master diagram. The road map identifies priority focus areas as well as the relevant systems to address those focus areas. It should be noted that this is only a sample, knowing that in each post-conflict country, priority focus areas may differ.	Tool 3.3.3 Tool 3.3.3. Public Administration – Road Map Configuration This tool incorporates a timeline to the road map configuration by addressing the priority focus areas, with the priority actions at the appropriate time. Policy makers or other users of this tool will need to determine when the priority actions should take place, taking the overall timeline and road map into consideration.
