The analysis must be done with the involvement of the people so that they understand why it is done and how completing it is helpful in the search for solutions to the challenges facing the country. A more pragmatic approach would be to hire a mix of national and external consultants and ask them to be facilitators in a process that involves the people in analyzing and assessing their past, present, and future.
