Since public administration ultimate mission is to provide needed services to the citizenry in collaboration with other implementing partners, it is extremely necessary for public administration to create an enabling environment that facilitates efficient participation of all stakeholders in formulating public policies. For other implementing partners to delivery adequate services to the citizenry, both the national environment and international environment must be favourable and conducive. Policies and laws must be based on target groups of people or stakeholders needs, desires and aspirations of people.
Policy and law are the two major mechanisms used to pursue the mission of public administration. Policies set the strategic direction of the country, whereas laws influence the behaviours of the citizenry. Because of their significance in public administration, the formulation of policy and the enactment of law must be inclusive, transparent and citizen-centric. That means the policy formulated or law enacted must serve the needs of the citizens not just the elites or one particular individual.
