Nowadays countries on earth are living within what is considered as a ‘global village’ with more connectivity and inter-related physical socio- economic and political issues. There is a call for the establishment of a new Global Partnership for Effective Development Cooperation based on complementarity and on mutual aid effectiveness. New language has changed the debate from aid effectiveness, a donor issue and concern, into development effectiveness and a global concern. Many countries emerging from conflict no longer allow themselves to be conditioned by circumstance. They underscore their ownership and leadership fully convinced to determine their own destiny calling on the rest of the world to complement their efforts. There can be seen signs of progress and hope. Aid is no longer the driver of development that it once was, they called for a new paradigm of aid as a catalyst for development.
